I. Advertisement
Chief Officer, Office Of The Governor – Job Group ‘S’ (1 Post)
The Chief Officer shall be authorized officer, Office of the Governor.

Chief Officer Duties and Responsibilities

  • Composition  and generation of  correspondence with regard to Governor’s official activities;
  • Coordination of activities and reporting structures in the Governor’s office;
  • Preparation and maintenance of reports in the office;
  • Preparation of  periodic performance reports or presentations;
  • Induction, training and development of staff in the office;
  • Work closely with the County Chief Officer responsible for Public Service and Administration, on matters of staffing, skills, deployment and performance management;
  • Implement policies of the national government, CEC and County Assembly legislation, as appropriate;
  • Motivate staff of the department;
  • Cultivate professionalism in the Department;
  • Planning and Budgeting for all programs in the Governor’s Office;
  • Provide supervision for the Communication, Protocol and Liaison offices; and
  • Any other duties as may be assigned from time to time.

Requirements for Appointment to the Kenyan Chief Officer Jobs

  • Be a Kenya citizen.
  • Have a Bachelor’s degree from a university recognized in Kenya;
  • Possession of a Master’s degree in a relevant field will be an added advantage.
  • Have vast knowledge and experience of not less than 10 years in the relevant field, five of which should be in a managerial position
  • Demonstrate through understanding of county development objectives and vision 2030
  • Be a strategic thinker and result oriented
  • Have excellent communication, organizational and interpersonal skills
  • Have capacity to work under pressure to meet timelines
  • Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity Satisfies the requirement of Chapter Six of the Constitution
  • Demonstrate understanding and commitment to the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya 2010.
  • Be computer literate.
Terms of Service: Contract
Note:  applicants for the above positions are required to get clearance from the following institutions to meet requirements of chapter six:

  • Ethics and Anti-Corruption Commission
  • Criminal Investigation Department
  • Credit Reference Bureau

Machakos County Hiring 20 Nurses, 13 HR Officers & 1,197 ECDE Teachers

Machakos County Government has launched a massive recruitment exercise to fill in positions in several sectors of its Public Service workforce.

Among the professionals being sought by the Machakos County Government are Critical Care Nurses.
They must be Registered Nurses, Registered Mid-wife or Registered Community Health Nurses. Those with a Bachelors degree in Nursing have an added advantage. They are also expected to have a minimum of 2 years experience in nursing.

ECDE Teachers to be hired require at least a certificate or diploma in ECDE offered by the Kenya National Examination Council or Ministry of Education Science and Technology (MOEST) and must have gotten at least a D plain in KCSE.
Human Resources Officers: Professional wishing to fill in the 13 slots require to have attained a Bachelor’s degree in Social Sciences, Law or a post graduate diploma in Human Resource Management with 2 years working experience.

The Officer will be the Head of County Budgeting Function Policy Unit and will be responsible to the County chief officer – finance for the efficient management of Budget Policy Services at the County.
Specific duties will include:
Analyze, formulate and oversee the management of fiscal policies and other economic policies
Formulate, implement and analyze tax policies such as property rates, entertainment taxes and any other tax that a County is authorized to impose by an Act of Parliament;
Review, analyze, and advise on matters relating to private investment;
Formulate and analyze economic policies;
Coordinate and prepare public financial program;
Administer tax and private investment incentives;
Monitor County fiscal and budgetary reforms;
Actively participate in the County budget preparation;
Monitor the implementation of the policies in the County budget;
Prepare the County Fiscal Strategy paper and County Budget
Review & Outlook Paper Coordinate the preparation of annual County budget and prepare estimates of revenue and expenditure of the County government;
Coordinate the implementation of the budget of the County government; and
Monitor and develop inter-governmental fiscal relations.
Requirements for Appointment
Bachelor Degree in Economics or any other relevant field from a recognized university
Relevant working experience of not less than five years CPA (K) is an added advantage.

Implementing approved government accounting standards;
Design and develop County accounting systems;
Provide advice to county government on the best appropriate financial reporting formats;
Provide a link between the County and the National accounting standards bodies on matters relating to Public Sector Financial reporting;
Develop guidelines for optimal staffing levels for the accounting department and facilitate training to ensure technical competence;
Participate in County financial policy committees;
Oversee the implementation of the approved accounting standards, policies and concepts to ensure compliance;
Undertake capacity building for staff at County level;
Direct and control operations of the County exchequer account; and
Participate in the relevant committees of County Assembly as advisor to the members and follow up on recommendations thereof including county treasury memorandum; and oversee the
Accounting operations of the sub counties.
Requirements for Appointment
Bachelor Degree in either Finance, Accounting, Business Administration, Commerce, or other relevant field
Be a holder of CPA (K) or its recognized equivalent
Relevant working experience of not less than five years

For appointment to this grade, an officer must have the following qualifications:
i. Served as Research Officer or an equivalent position in either the public or the private sector for at least three (5) years;
ii. Bachelor’s degree from a recognized university in a specialized discipline including Economics, Agriculture; Environmental quality, Sociology, Political science, international trade/commerce and other Science related fields;
iii. Thorough knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis;
iv. An ability to write, edit in a clear, concise and understandable manner;
v. Satisfactorily served as Research Officer in similar positions with comparable responsibilities in like organizations/reputable research institution; and
vi. Have at least three years continuous work experience.

(b) Requirements for Appointment:
For appointment to this grade, an applicant must be in possession of either a Bachelor of Arts Degree in Economics or Bachelor of Commerce Degree with a postgraduate qualification in planning or economics. In addition an applicant must have served in the grade of Finance Officer III or in an equivalent position for at least three (5) years; and have shown merit and ability in work performance and results. (A masters degree shall be an added advantage)
